LOUIS - INCORPORATIONS. assessments, so long as the same shall remain dedicated to the purpose of a cemetery. § 16.-At no time whatever shall the City Council of St. Louis, or the Mayor thereof, or the County Court of St. Louis county, or this State, es- tablish or open any street, lane, avenue, alley or road through the tract of land belonging to said association, so long as the same is used for a cemetery. § 17.-It is expressly understood that, in no case whatever, shall the individual property (real 'or personal), rights and credits of any member, stockholder, trustee or director of said association, or the Grand Grove of the United Ancient Order of Druids of the State of Missouri, or the pro- perty (real or personal), rights and credits of said Grand Grove, be liable to be taken on execution for any of the debts contracted by said association, at any time whatever ; nor shall it be necessary for, or incumbent on, said association to publish annually in any newspapers, the amount of all the existing debts of the association. § 18.-This act is hereby declared a public act, and shall take effect and be in force from and after its passage. Approved February 25, 1857. AN ACT to Incorporate The City of St. Ferdinand, in St. Louis county. § 1. City of St. Ferdinand incorporated; § 3. Of the election of Councilmen, and limits. of their powers and duties. 2. Shall have Mayor, how elected, when, 4. Power and duties of Councilmen. and term of office. Be it enacted by the Gcneral .A1ssembly of the State of Missouri, asfollows. § 1.-The inhabitants of the town of St. Ferdinand, in St. Louis county and State of Missouri, within the limits of the present town of St. Fer- dinand, as established, and at present existing; by order of the County Court of the county of St. Louis, are hereby declared and constituted a body politic and corporate, by the name of The City of St. Ferdinand, and by that name shall have perpetual succession, and may have and use a common seal, which they may change and alter at pleasure. § 2.-The chief executive officer of said city shall be a Mayor, who shall be elected by the qualified voters of the city on the first Monday of April in each year, and shall hold his office for one year. § 3.-On the same day in the year 1857, shall, in like manner, be chosen six Members of Council, one half of whom (to be determined by lot) shall hold their office for one year, and the remainder for two years; and at each annual election held for the choosing of Mayor, three Council- men shall be elected to take the place of those whose terms of office may be about expiring. All free white male citizens of twenty-one years of age aed upwards, who are entitled to vote for State officers, and who shall have resided within the city limits for six months prior to any election, and shall, moreover, have paid a city tax, or any city license, according to ordinance, 374
