This act to take effect, and be in force, from and after its passage. Approved February 24, 1857. EMANCIPATION. JOINT RESOLUTION giving expression to the opinion of this General Assembly in refer- ence to the subject of Emancipation. Emancipation Impracticable and Inexpedient. WHEREAS, Circumstances have rendered it necessary, and it is due to the constituent body of our fellow-citizens of the State of Missouri, that the Legislature of the State should give an unequivocal expression of opinion in regard to the subject of the emancipation of the slaves in the State:- Be it, therefore, resolved by the General Assembly of the State of 1is-. souri, That the emancipation of the slaves held as property in this State, would be not only impracticable, but that any movement, having such.. an object in view, would be inexpedient, impolitic, unwise, and unjust, and should, in the opinion of this General Assembly, be discountenanced by the people of the State. Approved February 16, 1857. EVIDENCE. AN ACT to amend an act entitled, An act Concerning Evidence, approved Dec. 12, 1855. ( 1. Printed copies of rules, ordinances, &c., of incorporated towns made evidence in courts. Be it enacted by the General Assembly of the State of Missouri, as follows: § 1.-The thirteenth section of the act to which this is amendatory is hereby amended to read as follows: &ction 30.-Printed copies of the ordinances, resolutions, rules, orders, and by-laws, of any city or incor- porated town in this State, purporting to be published by authority of such city or incorporated town, and manuscript or printed copies of such- ordinances, resolutions, rules, orders, and by-laws, certified under the hand of the oflicer having the same in lawful custody, with the seal of such city or town annexed, shall be received as evidence, in all courts and places in this State, without further proof; -and any printed pamphlet, or volume, purporting to be published by authority of any such town or city, .and to contain the ordinances, resolutions, rules, orders, or by-laws, of such town 61
