In all chancery proceedings before said judge of probate, ho slall exercise the same discretion in taxing costs as are now exercised by the circuit courts; and, in all proceedings at law before him, he shall give judgment for costs, and issue fee bills in the same manner as is required by law in the circuit courts. § 3. That portion of the third section of an act to establish probate courts in the counties of Platte and Andrew, approved March 12th, 1849, which relates to the fees of said probate judges, and all other acts incon- sistent with the provisions of this act, are hereby repealed, so far as the said probate court of Andrew county is concerned. The collector of dram-shop licenses in the county of St. Louis, or the county court thereof, shall hereafter issue no dram-shop license within, the city of St. Louis, unless the party applying therefor shall have pro. viously obtained and produced to him a regular dram-shop license, issued in pursuance of theordiiiances of said city of St. Louis, covering the same time for which he seeks a dram-shop license from the county. § 2. Sections one and two and five of an act entitled, an act to enforce the payment of taxes on dram-shops, approved February 6th, 1847, are hereby repealed, and the second and third sections of an act to regulate the licensing of grocerys in the city and county of St. Louis, approved February 15, 1843, are hereby re'nacted and declared in full force. § 3. The county court of St. Louis county may appoint a collector of dram-shop licenses, and define his duties; but he shall have no power to issue licenses for dram-shops, grocerys or taverns, which shall only be done by the county court. § 4. Any person'having a dram-shop or tavern license, who shall sell, directly or indirectly, any intoxicating liquor, on the first day of the week,. called Sunday, or shall keep open any dram-shop, ale house, beer house, or other tippling house on said day, or shall sell or permit to be sold, directly or indirectly, any liquor to a slave without the assent of his ms- pay-anors. 50g
