AN ACT-to incorporate the town of Lebanon.

Beit enacted by thegencral assembly of the State of Jllissouri, as follws:
1. The inhabitants of the district of country known by the name
of Lebanon, lying within the following limits, to wit: bounded by the
town plot, known as the town Saruc, so as to include all of the town
tract on which the town of Lebanon is situated, agreeable to the town
plot that it filed in the clerk's office of the county of Laclede; the town
tract on which Lebanon is situated shall be a body politic and corpo-
rate, by the name and style of ''the inhabitants of the town of Leba-
non, and by that name, the inhabitants of said town and their succes-
sors, shall be known in law, have continual succession; may sue and be
sued; plead and be impleaded, deflend and be defended in all courts of
equity and in all ma'ters; may purchase, hold and receive property, real
and personal, within the limits of said town, that shall be necessary for
.:aid town in the exercise of its corporate powers, and may lease, sell
and dispose of the same, for the beiefit of said town, and may have a
comlnion seal and alter the same at pleasure.
§ 2. The corporate powers of said town shall be vested in a board of
trustees, to consist of five members, to be chosen by the qualified vo-
ters of said town; any three of whom shall be a quorum to do business,
but a smaller number may adjourn from day to day, and shall have power
to compel the attendance of- absent members; they shall judge of the
returns and qualifications of their own members; det rmine contested
elections ; make rules and by-laws for their own proceeding.,
punish any member or other persons for disorderly behaviour in their
preser ce, while qitting as a board; and with the concurrence of
frur membilers, may expel any member, after he has due hearing in his
defence, if lie desires; but they shall not expel a member the secon.l
time for the same cause; they shall keep a journal of their proceedings,
and at the request of any member Fhall eitr the N cai and nays on the
journals, on any question, arind their proceedings shall be made public.
§ 3. It shall be the duty of said board of trustees, to pass by.
laws and ordinances to prevent and remove nuisances; to prevent gam-
bling and gaining houses; they shall have power to regulate and license
dram-shops; and also power to license or prohibit theatrical or other
amusements; to prevent or restrain meetings of slaves; to regulate and
establish markets; to erect and repair bridges; to prevent thL firing of
fire arms; to prevent the furious and unnecessary running or galloping,
riding or driving of any horse or mule, within said town, or such part
thereof as they may think proper; to establish night watches and pat-
rols; to prevent and suppress bawdy houses and other disorderly houses
within the limits of taid town, or the commons thereunto attached; to
