A MEMORIAL TO CONGRESS CONCERNING F1UGITIVE SLAVES.
To th3 Congress of the Un ited States:
Your memorialists, the General Assembly of the State of Missouri, respet-
fully represent:

finally find a secure place of refuge in Canada. Under the exi' tig laws of
Canada and the treaties betweeen Great Britain and the United States, it is im-
posible to recover . slave who has once escaped to the Canadian shore. The
slaves that ate renognized by our constitution and laws, as.individual property
are frequently lost, aid the uinfOrtuunate slaves themselves, are decoved into a
cOld and bleak region utterly unsuited to their habits and constitutions, and, ren-
dered inore miierable and d.egraded than when they lived as slaves. In order
to affuird a remiedy l r this ardat evil we respectfullv requeit, that measures
miay be tukeo to have negotiilimis instituted between wr national government
and Great Britain, to i)rovide for some satisfacto y mIade of' preventitg the
escape of our slaves into tie British pisSessiOns, an 11: their apprehenion and
