Any court of record, or any judge thereof in mea sppreg vacation, may, at any time, order any person who has been ended, when. apprehended or imprisoned as a runaway slave, to be dis- charged, on being satisfied that such person is not a runaway slave, and, for that purpose, may cause such person to be brought before them by a writ of habeas corpus.
