Be it enacted by the General 1ssembly of the State of .Missouri, as fidlows:
1. That the administrator of Isaac Watkins, late of 'the county of Jeffer-
son in this State, shall be and he is hereby authorised to manumit and set free
Fanny Watkins a woman of color, the property of late Isaac WYatkins, which
manumission shall operate to make her a free person, saving and excepting al
rights of the creditors of the said Isaac Watkins, and the said administrator is.
also authorised to pay over to the said Fanny' Watkins all the effects of the
said Isaac Watkins, remaining in his hands after a final setilement of the es-'
tate of said deceased, and the State of Missouri hereby relinquishes and re-
leases to thessaid Fanny Watkins all estate, real and personal, of the said Isaac
Watkins to which the State may be entitled.
This act to tqke effect from and after its passage.

SEcTIoN .                            SECTION

Be itenacted by the General Assembly of the State of Missouri, as follows:
§ 1. That hereafter itishall not be lawful for the county court for the county
of St. Louis to grant to any person a license to keep a grocery, tavern or dram
shop in the city or county of St. fItis, unless such person shall have resided
in the State, for two years, and in the county, three months prior to his appli-
cation for license.
§ 2. Before a license shall be granted to any person to keep a grocery, dran
shop or tavern in the city or county of St. Louis, such person shall get a ma.
jority of the householders in the block if in the city, or township if in the
county, where such grocery, dram shop or tavern is to be kept, to sign a peti-
tion to the county court to license such person for the term of twelve months.
§ 3. The number of householders, of any block, or township in the city and
county of St. Louis, to be ascertainetl 'by the assessor in his annutl assessment.
This act to take effect and be in force fron and after its passage.
