WHEREAS, the act of the.General Assembly of seventeen hundred and fifty-one, chapter four- teen, section nine, provides that when a fugi- tive slave shall happen to be slain in an attempt to apprehend him, it shall be the duty of' the Treasurer of the Shore where such death may take place, upon the production of such evidence as is in said act of assembly mentioned, to pay to the owner or owners the value of such slave, to be estimated as therein provided ; and whereas, all the requisitions therein stipulated have been com- plied with ; but whereas, the Constitution of the State provides that no money shall be drawn from the Treasury of the State except in accordance with an appropriation made by law ; therefore, Treasurer to SECTION 1. Be it enacted by the General As- pay. sembly of Allaryland, That the Treasurer is hereby directed to pay, upon the warrant of the Comptroller, to George W.
