AN ACT

To authorize Sam. Clark and his associate to obstruct the Channel
of Red River.
Sec. 1. Be it enacted by the Senate and House of Representa-
tives of the State of Louisiana, in General Assembly convened;
That Samuel Clark, of the Parish of DeSoto, President, and J. D.
Elder, of the Parish of Caddo, R. C. Cummings, of the Parish of
Bossier, Thomas Hunter, of the Parish of Natchitoches, Jasper
Gibbs, of the Parish of Bienville, J. D. Stranther, of the Parish of
Winn, William T. Scott, of Harrison County, Texas, and Law-
rence Lanpred of the Parish of Rapides, a Committee appointed
by a Convention of Delegates held at Shreveport, on the 22nd of
November, from said Parishes, and County styled Executive
Committee, charged with the execution of such works, on the
banks and in the Channel of said river, as they may deem adce-
quate to the defense of the same, be and they are hereby author-
ized and empowered to use such force, and expend such sums of
money as may be placed at their disposal by the Police Juries of
said Parishes and County, or the States, and the said Committee
are authorized to select the points on said River, and to determine
the character of the works to be crected. They shall have power
to contract and be contracted with, to sue and be sued, in their
said name and capacity, under the style of Executive Committee,
to appoint a Secretary, Treasurer and such other officers as they
may require, and to have plenary power to do and perform such
acts and things as they may deem necessary to enable them to
accomplish the work with which they were charged by said Con-
vention.
Sec. 2. Be it further enacted, &c., That they have power to ap-
propriate such sums of money, and use such force as may be fur-
nished them by said Police Juries and County, or the State of
Louisiana, expropriate the timber on or near said River, and to
seize any other property or material that may be necessary-ade-
quate compensation having been previously made or tendered.
Sec. 3. Be it further enacted, &c., That said Committee shall
keep an accurate account of all their receipts and disbursements,
and- lay the same for all sums received from the State, before the
General Asseibly, and for all sums received from the Parishes,
before the parochial authorities thereof, and from the Counties
in Texas, before their County Courts; and each of the members of
the said Executive Committee, shall be entitled to receive as full
compensation for his services, while actually employed, five dol-
lars per (lay, to be retained out of the fund to be placed at their
disposal by said authority.
Sec. 4. Be it further enacted, &c., That the Police Juries of
said Parishes, and such others as may hereafter join them, in aid
of the work contemplated, are hereby authorized to appropriate
such sums of money, and order out such force from the able-
bodied male slaves therein, as may be called for by said Executive
Committee, the money to be raised by a tax to be levied and collect-
ed by said Police Juries, in the same manner as the general Parish
