For a joint' special committee to examine the jails and lockups in New Orleans, to see
whether the law is complied'with in relation to runaway negroes.
joint selec, SECTION 1. .B it resolved- by.theiSenaie and House of Representatives of
dtmie.     the State of LAisiana, in General Assembly convened, That a .joint select
committee be appointed to consist of three members from the House and
three from the Senate, whose duty.it shall be to examine all the jaitG and
lock-ups in the city of New Orleans, and make inquiries into the manner
of imprisoning runaway negroes, how long they are kept in the prisons,
how long advertised, and to whom and on what authority thy ire de-
livered up to parties claiming them, and whether the law relating thereto
is complied with.
Its powers.  SEc. 2. Be it further resolved,. c., That said joint special committee
have full power to send for persons and papers, and take testimony under
oath, and that- they be authorized to sit during the adjournment of
the General Assembly'and report at the next session by bill or otherwise,
provided that no milenge or per diem shall be allowed said committee.

Term or olice SECTION 1. Be it enacted by the Senate and House of Representattves of

pointed by the the State of Louisiana, in General Assembly convened, That the terms of
Governor.   office of all officers who are appointed by the Governor, which are not al.
ready fixed by law, shall hereafter commence as follows, to-wit: The term
of office of those officers who are appointed for four years, shall commence
on the first day of the month of March next after the election of Governor.
The term of those who are appointed for two years, shall commence on the
first day of March, eighteen hundred and sixty-two, and every second year
thereafter. The term of those appointed for one year, shall commence on
the first; day of March of each year.
nlcatricton.  Sc. 2. lBe it further enacted, d&c., That the terms of all officers hereafter
appointed, whether to fill vacancies or otherwise, shall expire at the end of
the term as above specified, but this act shall not have the effect of
abridging or prolonging the term of office of any officer already ap.
