third of one percentum on the assessed value of the taxable property in
the said town; i,to make, fron time to time, such by-laws in writing, not.
inconsistent with the Constitution and laws of this State, or of the United
States, as they may deem proper, relative to the public maikets in said
town, and relative to draining, filling up, keeping in order and improvieig
the streets, alleys, and highways thereon; to nuisances in general; to the
town watch and patrol; and to make such other and further regulations
as may conduct to the good government and police of said town; Pro-
vided, however, That nothing herein contained shall be so construed as to
give said corporation the right to regulate the price of any commodities
offered for sale within city limits.
When to take  Sea. 3. Be it further enacted, &c., That this Act take effect from and
rect.      after its passage.

To amend an Act entitled An Act to incorporate the town of New Iberia, in the parish of
St. Martin, and for other purposes, approved twenty-fourth of April, eighteen hundred and
forty-seven.
Firt Section  SECTION 1. Be it enacted by the Senate and House of Representatives of
amended.    the State Of Louisiana, in General Assembly convened, That the first See-
tion of said Act be, and the same is hereby amended and re-enacted so as
to read as follows, to wit:
umiu and in-  That the inhabitants, legal voters, residing at New Iberia, in the parish
corporationorthe of St. Martin, below and south of the lower lines of the plantation of Har-
ti.ofNewlbe- vey Hopkins, and above or north of. the upper lines of the plantation of
Mrs. T. L. Lewis, extending ten arpents from the Bayou Teche on each
side, be, and they are hereby made a body corporate and politic, by the
name of the  Trustees of the town of New Iberia, and by and in that
name to have perpetual succession, to sue and be sued, plead and be im-
pleaded, to make and use a common seal, and be capable of holding and
conveying property, movable and immovable, with all the powers and rights
of a political corporation, and as such, shall have power to raise money
by taxation on all property movable, immovable and slaves; Provided,
The same be equal and uniform on the value, and by taxing merchants,
retailers, grogshops, taverns, billiard tables, hawkers, peddlers, and white
male persons above twenty-one years ofage, in such amount as may be
deemed expedient within the limits aforesaid ; Provided, That the amount
so raised shall not exceed two thousand dollars in any one year.
Majority of  SEC. 2. Be it further enacted, &c., That a majority of the said Trustees,
Trustees to form together with the President, shall be a quorum for transacting business, and
