prescribed by article ninety of the Constitution. They shall constitute a
board of government of said town, and shall have and possess the follow-
Powers or te ing powers, to wit : first, to lay a tax upon taxable property within the
Mornader- limits of said town, not to exceed the amount of the parish tax upon the
same property ; second, to remove all nuisances, tax and regulate all
plays and retailing spirituous liquors, and all other games taxable by
the laws of the State, in such sun as to tlem, shall soc  just and proper ;
third, to appoint a Treasurer, Secretary, and Collector of Taxes, and such
other officers as may be necessary for tihe administration of said town,
and require from such ollicer bond and security for the faithful perform-
ance of their duties, as the Miayor and Alderman may prescribe ; fourth,
to impose fines for all breaches of this act of incorporation, or of the by-
laws, not to exceed fifty dollars, and the same to sue for and collect for
the benefit of said corporation.
Mrst election-  Sxc. 5. Be it further enacted, &c., That any justice of the peace in
how Called an said parish be authorized to call the meting and order the first election
in said town of Spersvillo, for the purpose of electing the Mayor and
Aldermen, by posting up notices in three public places inl said town, at
least live days previous to holding the first election, and that every quali-
lied elector who is liable to pay State, parish, or town tax, and residing
within said corporation, shall have tile right of voting at said election.
sy-inwvs.   SEc. 6. .e it further enacted, 4-c., That tile Mayor and Aldermen shall
have power to make hy-laws for the government of said town, and repeal
or modify the same; Prorided, The said by-laws are not in conflict with
the Constitution and laws of this State.
Subsequentelec.  SEC. 7. Be i't/rihter enacted, fN., That afer the first election of Ma0yor
tiens. and Aldermen, provided for in the act of incorporation, all subsequent
elections shall be held by a justice of tihe peace and two freeholders, to
be appointed by the Mayor and Aldermen.
