No. 133.1                     AN ACT
Entitled  an Act to reclaim and drain the Swamp and Overflowed Lands of the
State of Louisiana, etc., a pproved oth April, 1853, and to appropriate the sum of
three hundred thousand dollars to carry out the provisions of this Act.
SECTION 1. Be it enacted by the Senate and House oj Repre-
sentatives of the State of Louisiana in General Assembly con-

April, 1853, be so amended as to read as follows: That the State
shall be divided into four Levee and Draining Districts.
Division of State in-  SEC. 2. Be it further enacted, 4-c., That the second section of

that part of the State south of the thirty-first degree of north latitude,
and east of the Mississippi River, shall constitute the First District;
and all that part of the State south of the thirty-first degree of north
latitude, and west of the Mississippi River, (except the Parishes of
Rapides and Avoyelles,) shall constitute the Second District. The
Parishes of Avoyelles, Rapides, Natchitoches, Bienville, Claiborne,
Bossier, Caddo, DeSoto, Sabine and* Winn, shall constitute the Third
District; and the Parishes of Concordia, Tensas, Madison, Carroll,
Morehouse, Union, Ouachita, Jackson, Caldwell, Franklin and Cata-
houla shall constitute the Fourth District.

ot office.       Governor shall appoint a Commissioner for each District, who shall
be a resident of the District for which he is appointed.    The four
Commissioners shall constitute and be called by the name of the
 Swamp Land Commissioners, and shall hold their office for the
term of two years, dating from the 30th April, 1853, and until their
successors shall be qualifided; provided the said Commissioners or
either of them may be removed by the Governor, whenever he may
deem it expedient.
Manner of fitting  SEC. 4.  Be it further enacted, 4-c., That the Governor shall
vacancies occurring have the power to fill any vacancy in said Board of Commissioners
caused by death, resignation, or otherwise.
