AN ACT
To authorize Mrs. S. A. Withers, wife of Joseph 31. Kennedy, to emancipate her fe-
male slave, Clarisse, with permission to remain in the State.
WIEREAS, Clarissc, a slave belonging to Mrs. J. M. Kennedy, did, in
the year 1851, save from impending death a child of the said Mrs.
J M. Kennedy, whose clothes had taken fire, therefore
SECTION 1. Be it enacted by the Senate and House of Repre-
sentatives of the State of Louisiana in General Assembly con-
vened, That Mrs. S. A. Withers, wife of J. M. Kennedy, be autho-
rized to emancipate the said slave Clarisse, before any Notary Public
for the City and Parish of Orleans, and permission is hereby given to
the said slave Clarisse to remain in the State of Louisiana.

Requiring the State Engineer to repair immediately to Bayou Plaquemines, to re-
move the obstructions to the navigation of said Bayou.
Be it resolved by the Senate and House of Representatives of
the State of Louisiana in General Assenbly convened, That the
