No. 278.               RESOLUTION
'Whereas, The construction of works of internal improvement have
reublo     been aided by liberal grants of public lands, by the government of the
m U.States; And, whereas, the building of railroads in the States of the
southwest is contemplated by the citizens of these States, and that
such improvements tend to increase and create new sources of inter-
nal trade and promote the encouragement of agriculture and manu.

amble and resolutions to the Senators and Representatives of this
State in Congress.

To amend an a-t entitled  An act more effectually to prevent free persons of co-

eighteen hundred and forty two.
Sec. 1. Be it enacted by the Senate and House of Representatives

Sec. 2. Be itfurther enacted, 4-c., That it shall be the duty of th
