Be it enacted by the Senate and House of Represenla- lices of the State of Louisiana, in General Assembly convened, That iy of liaP thle police jury of the parish of Rapides be, and they are hereby an- to leveo districts. thorized to lay off the said parish into levee districts, either adopting the districts as at present established, or forming new districts as they deem advisable; and they shall be, and are hereby authorized, with the consent of a majority of the inhabitants of said districts rowcroftco o. owning lands therein, to lay a tax upon all lands within the several jury no - districts which were overflowed in the year eighteen hundred and forty-nine, for the purpose of making levees on Red River, within said parish, and constructing such embankments as they may con- sider necessary across all bayous connecting with said river and for the purpose also of creating and maintaining the permanent levee Fund Discrinionan hereinafter mentioned. But the said police jury in levying said tax botwocim front and back lauds. shall descriminate equitably between the front and back lands, so that they may be taxed as nearly as possible, in proportion to the bone- fits to be derived by them respectively from the levees, the tax so Ie- vied by the police jury on the front tnd back lands to be binding on both. Be it further enacted, 4-c., That said police jury shall appoint favo commission- annually on the first Monday of June, three Levee Commissioners for each District, whose duty it shall be to locate the levees 'nd em- banknients within their respective districts and to let out contracts Their duties. for constructing the same, which contracts shall be let out to the low- est bidder after not loss than twenty days advertisement in a news- paper published at Alexandria, and by notices posted at three different places within the district. Be itfUrther enacted, djc., That the said police jury shall also appoint annually at the same tine, one or more Levee Syndics in each district, whose duty it shall be, to cause to be made, all need.
