No. 10.-RESOLUTION.
Be it resolved, by the Senate and House of Representatires
of the State of Louisiana, in general assembly convened,
That Generi J. B. Plauche, late commander of the
Louisiana Legion, be, and he is hereby authorized to
pay over to the present commander of the said Legion
the sum of three hundred and forty-seven dollars and
ninety cents, being the balance in his hands of funds
heretofore appropriated to said Legion; and that, upon
the production to the treasurer of the receipt of said
commander of the Legion for said sum, the said trea-
surer be and he is hereby authorized to deliver to said
J. 13. Plauch6 the bond executed by him.

Resolved, by the Senate and House of Represenla-
tives of the State of Louisiana, in general assembly
convencd, That the refisal of flcw York to deliver up
the three fugitives from justice, charged in Virginia with
neiaive attie the crime of stealing a slave, and demanded by the
iaI'er' vork Executive of that state, is a palpable and dangerous
todeiver up ru. violation of the constitution of the United States.
Wia sa  Resolvcd, further, That it is the duty of Congress to
na. * provide the means necessary for enforcing the rights of
the several states, under the provisions of the constitu-
tion, relative to the delivery of fugitives from justice,
by the agency of our national magistrates.
Resolved, further, That the slave-holding states have
a common interest with Virginia in the existing contro-
versy between her and New York, and that they ought
to make common cause with her.
Resolved, further, That the whole South ought to act
together in adopting and carrying out measures neces-
- sary and proper to obtain redress for the past and secu-
rity for the fiture, and that the governor of Louisiana
be requested to correspond with the Executives of the
other slave-holding states, with a view to that end.
