Its name.      SECT. 3. Be itfurther enacted, 4c. That said Parish bc caled
Parish seat.  Madison, and that the Parish scat of said Parish be locatd at
MeEacharn's point, and shall be called Richmond.
Parish tax.    SECT. 4. Be it further nacted, c. That the Parish tax of
said Parish bo doublc that of tfc State, tillna sufficiency ofmoncy
shall have bcel raised to pay for the building of a Court Ilous
and Jail.
SECT. 5. Beiturther enacted, 4oc. That the Governor be
Officers.    authorised and required to nominate and appoint thle s~evcral of-
ficers necessary in said Parish,taoorling to the existing law.

Parish Judge, of the Parish of Concordia, shall he, by the said
Parish Judge, delivered over to the Parish Judge of Madison,

have trial in the Parish of Madison, and that this law take efsact

Preamble.   Whereas, on divers times and occasions, efforts have bon made
on the floor of Congress by the Representatives from the cast-
ern States, to disturb the peace and harmony of these United
States by agitating the question of slavery in the southern
portion of the Union, and whereas we hold all attempts of this
kind, an interference with matters which exclusively belong
to local legislation, and therefore not within the constitutional
powers of Congress, and whereas, we believe the tendency of
these efforts to be, to destroy the vested rights of the citizens
of the Southern portion of these United States, and if pursued
in, will operate to the dissolution of the Union, and a termina.
