years; and by virtue of this act, they shall have and may exer-
cise all the rights, powers and privileges; and fulfil the same du-
ties as have been granted and .rescribed by the act incorporating
the aforesaid church of St. Joseph, to the corporation of the said
church of St. Joseph; and the said Congregation of St. Mary may
elect their own church wardens, and make all by-laws for their
goverrunent: Provide ', That whatever buildings are erected or
work- maRe uni-r the provisions of this act, must be on land
situated within the above named corporate limits.

SEcT. 1. Be it enactcd by the Senate and House of Represca
fatives of the S'ate of Louisiana, in G-nceral Assembly convened,

attos, when & have not entered this state in violation of the laws, and who arc
how   exampt permanent resideots and owners of property therein, or who per-

I act. h have always conducted themselvesin an orderly aid respectful man-
ner shall not be subject to the provisions of the seventh section
of the act to which this is an amendment; but such persons shall
be permitted to depart from the state and to return thereto, as
their business may require: Provided, however, That this por-
mission shall not extend to such persons above mentioned, who
shall go to or return from the West India Islands.
SEcT. 2. Be it further enacted, That when a slaveholder shalN
have obtained the consent of the police jury of the parish in which
Slaves, when he resides, to emancipate a slave for long, faithful or important

pensed from furnishing the bond required by the tenth soction
