Sec. 2. .And be it further enacted, That the treasurer of
Howpaid,  the state be and he is hereby authorized and required to pay
the sums of money appropriated by the present act, on the
warrant of Messrs. Gairiques Flaujac and Neuville Declouet,
who are hereby appointed commissioners to that effect, all
laws to the contrary notwithstanding

Be it enacted by the Senate and House of Representatives of
the state of Louisiana, in general assembly convened, That
