Powers of Sec. 2. Be it further enacted, That the said the Judges. district judges shall have power to grant all orders that are necessary by law to be granted out of term time in any district of the division to which they belong, whether they are resident therein at thb time or not, and that nothing in this act shall ren- der it necessary for the said judges to change their present residence. When this Sec. 3. And be it further enacted, That this act act shall be in force, shall take effect and be in force, from and after the first Monday of July next, and that the aforesaid judges shall proceed to change districts according to the tenor of this act from and after that period.
