And be it further enacted, That the mayor arid city viiut r qin- council of New-Orleans, shall have power to cause visits to be ou pr. made. by the police oflicers, at all inns, bparding houses, taverns, l*in vessels, ships or other water crafts, in order to ascertain if their be in such plades any poor and sick persons, that they may be convey- e4 to the charity hospital of New-Orleans, there to receive such relief as humanity may prescribe, or to such other place as the mayor and city council may point out SEO. And be it further enacted, That in the event of some im- Patrols. inent danger ocdasioned by some .interior disturbance, the mayor and city council of New-Orleans, shall have power to pass such by-laws, as they may deem necessary to establish in the City, of New-Orleans, patrols or square guards, to consist of all white male persons able to bear arms, between the age of eighteen years and that of fifty years, excepting all those who do, or may hereafter be- long to any Uniform Militia Company of this city. SEC. 4. Ard be it further enacted, That the mayor anid city Perpetual council shall have power, whenever they deem it expedient, to ground irnt cause to be sold on perpetual ground rent, such part.of the landed r property of the corporation as they shall think fit, with express st ulation that the purchaser shall uever thereafter have ljberty to redeem the said ground rent, by paying the capital thereof; any law to the contrary uotwithstaiding : provided however, that no
