manding officer of his regiment, on or before the first day of De-
cember in every year ; and the commanding offcer of each regi-
ment shall be bound to deliver to the brigade inspector a return of
his regiment on or before the twentieth day of December in every
year ; and it shall be the duty of the brigade inspector to cause
two brigade returns to be made out, both of which shall be certi-
fied by the commanding officer of the brigade, and it shall be the
duty of said brigade inspector on or before the fifteenth day of
January in every year, to transmit one of said returns to the con-
mand'og officer of his division, and the other shall be deposited in
the office of the brigade inspector, and it shall be the duty of the
commanding officer of each division, immediately on the receipt of
the brigade returns to transmit to the adjutant general a division
return, and every officer who shall fail to make a return agreeably
to this act, shall be subject to be fined by a court of assessment in
a sum not less than twenty dollars, nor more than one month's
pay.
Sec. 16. And be it further enacted, That no volunteer or in-
dependent company shall hereafter be authorized in any brigade,
but with the approbation of the commander in chief. In every
county wherein several volunteer companies of horse may be for-
med, two of said companies will constitute a squadron, which will
be commanded by a lieutenant colonel, and all the officers of said
companes shall be elected and commissioned in the same manner
as the -iflicers of infantry.
Sec. 17. .And be it further enacted, That from the passage of
this act, the salary of the adjutant general shall be fifteen hundred
dollars a year.
Sec. 18. And be it further enacted, That the governor be, and he
is hereby requested to cause to be printed all the laws of the Uni-
ted States relative to the militia ; and this act shall be in force
from and after the passage thereof.

Whereas experience has demonstrated the many important ad-
vantages resulting from the enactment and observance of well re-
gulated quarantine laws, and the urgent necessity that exists in all
southern climates for resort to them, and as a strict and rigorous
attention to the cleanliness and internal police of all cities is insep-
arately connected with the object of such laws, without which all
our efforts otherwise are most likely to prove unavailing ; and
whereas the late disastrous visitation of this city by a malignant
disease, carrying the most striking proofs of an infectious charac-
ter, calls in the strongest manner on this legislature for the adop-
tion of some measures on this subject, in favor of their citizens,
without further delay, therefore,
