Governor of the State of Louistana is autjiorized by virtue of the p'res.ent nc. to orgathize in a corps of Militia, as shon as he may jufdge proper, for the defence of thi4 State, ocrtaint free men of colour, to be chosen ftiom among the Creoles, and from among such a; shall have paid a Statetax.
