WHEREAS by the fourth section of the act of Congrebs of the United States, approved on the se- cond day of March, 1807, entitled an act to prohibit the importation of Slaves into any port or place with- in the jurisdiction of the United States from and after the first day of Janu'tty 1808, it is provided that any negro, mulatto, or person,pf colour, who may be im- p?.rted or brought within the United States or territo, ries thereof, in violation of this law, shall remain sub- ject to any regulations not contravening the provisions cf this act, which the Legisatures of the several States or Territories at any time hereafter may make for dis- gosing of any such negro, mulatto, or person of color..
