RESOLUTIONS.

1865.                              No. 76.
RESOLUTIONS requesting the President to permit Judge thfllitt to return and
be present at his trial.
WHEREAs, It is represented to the keneral Assembly of
the Commonwealth of' Kentucky, that Judge Joshua F. Bl-
liit, in conseqitonco of an order for his arrest, upon charges
preferred against him to the Military Commander of Ken.
tucky, hls 1011' the limits of the United States; and whereas,
charges have been preferred against him by the Legisltturo
of Kentucky, which, by a resolution of the Legislature, are
set for trial on the second Tuesday in May, 1865; therelre,
Resom ed by the General Assembly of the C omnmonweallh of
Kentuc/y:
That the President of the United States be respectfilly
requested to grant said Joshua F. Bullitt such respite from
arrest for any such charges as have been prefe'red against
him, that he may, froo friom arrest, be present tit such investi-
gation before the Legislature.
That the Governor of the Commonwealth he requested to
transmit to the Posident of the United States a copy of the
resolution,

PREAMILE, AND RESOLTTIONS in relation to the proposed Amendment
to the   'deral Constitution.
WumtEAs, The Congress of the United States has, by a
vote of two thirds of the members of each House, snmiitted
to the Legislatures of' the States respectively, lbr their con-
sideration and action, the flllowing proposed amendment to
the Federal Constitution, to-wit:
ARTICLE XIII.
SEc. 1. Neither slavery nor involmtary sevitudo, except
as a punisimmiet ibr crime, whereof the party shall have been
duly convicted, shall exist within the United Statesi, or any
place subject to their jurisdiction.
SEC. fI. Congress shall have power to enforce this article
by appropriate legislation.
And whereas, the above proposed anendment has been offi-
cially laid belbro this Legislature for its consideration and
action; therebri, be it
Resolved by the General Assembly of the Commonnealth of
Kentucky:
1. That the proposition to make said ]roposed amendment
a thirteenth article of' the amendments to the Coiistitution of
the United States be, and the same is hereby, rte(cted.
2. ]?esolved, That the Governor be requested to forward the
forgoing pLtttanlble and resolution to the 'resident of the
United States, and also to th .Lrt sident of the Senate and the
Speaker of the H[ouse of Ropresentativo of the Congress of the
United States.
