1864.                        CHAPTER 269.
AN ACT fbr the benefit of the Trustees of the Town of Dycusburg.
Be it enacted by the General- Assembly of the Commonwealth
oJ Kentucky:
§ 1. That hereafter the trustees of the town of Dycus-
burg, a majority of the board concurring, shall have the
power to grant a coffee-house license to any applicant
therefor, who may reside within the corporate limits of said
town, under the same rules and regulations, and subject to
the same pains and penalties, which are now by law pre-
scribed-in such cases.
§ 2. It shall never hereafter be necessary to submit such
application to a vote of the qualified voters of said town,
before the granting of such license..
§ 3. The board of trustees shall have the right to charge,
for such license, a tax of not less than twenty nor more
than fifty dollars, in addition to that charged by the Com-
monwealth of Kentucky.
§ 4. All acts or parts of acts coming in conflict with this
act are hereby repealed; and this act shall take effect from
its passage.

CHAPTER 270.
AN ACT for the benefit of Elias, a free man of color.
Whereas, Elias, a man of color, liberated by the last
will and testament of Win. K. Wall, deceased, is the own-
er of some real estate situated in the county of Harrison,
in this'State, and has also a considerable amount in choses
in action due him in said county, requiring his personal
attention to make sale and conveyance of his realty, and
to collect the debts due him-wherefore,
Be it enacted by the General Assembly qf the Commonwealth
of Kentucky:
§ 1. That Elias, a free man of color, be and he is hereby
permitted and empowered to remain in the State of Ken-
tucky for the period of two years from and after the 1st
day of February, 1864, free from all the penalties now pro-
vided by law against free negroes coming into or remain-
ing in this State.
§ 2. That this act take effect from and after its passage.
