AN ACT to pnni-i disloyal and treasonaibe practices.
Be it enalcled by the General Assenibly of the Commonwealth
of Kentcky.
1. That if any person shall counsfl, advise. aid, a~sist,

aldln. &c., rob- Confederate States, or either of them, or any guerrilla,
et soldiir, guer-
rils. &c, In robber, banrdit, or armed hand, or person or persons engag-
naIng war, ed, or profesing to he engaged, in making or levYing war
upon the government of the Un ired States, or Stale of
Kentucky, or upon any citizen or resident of the State of
Kentucky, to destroy or injure atry property in tlis Com-
monwealth; or shall counscl, encourage, advise, aid, or
assist any such petsn or persons, to injure. arrest, kidnap,
or other%% ise mraltreat any citizen or resident of' the State
of Kentucky ; or shall harhor or conceal, or shall volunta-
rily receive or aid any such person or persons, k nowing
them to be such, shall be gnilry of a high tnisderneanor
and upon conviction ther'eof, shall be lined not less th-an
one hundred dollars, notr more than ten thousand dollrs,
or conlined in the county jail not less than six months, nor
more than twelve months, or rn ay he both so fined and
imprisoned, at the discretion of the jury.
§ 2. That if any person or persons, within this Common-
Exciting, by wealth, by speaking or writing airailnst the governmlnt of
pe h 'r -'m- the  United  States, or of  this State, or  in  favor of  Ill   gov-
'llli' U.F. or erni men t of the so-called Cornfederate Stales of Amlerica,
tis stae,  shall will l'fllv  endeavor to excite  the  people  of this  State,
or airv of th1cm, to insurrection or rehellion against the an-
thority or laws of this State, or of the United States, or
who shall willillly attempt to territ or prevent, bV threats
or otherwise, the people of tIis State, or ally of them. from
suipporting and imaiintainig ilie iegal arid constitutional
auh,,rity of the Federal Government or of this State, or
endeavor to prevent, or who shall oppose the suppression
of the existing rehellion againrst tire authority of the Fcd-
eral Government, every such person, being thereol legally
convicted, shall be adjudged go ilIy of' a high critme and
misdemeanor, and he punished by line of' not less that one
hliirdred dollars, nor more thari live thousand dollar's; or
confined in the county jail not less than six ioilnths, nor
