§ II. That all ordinances and by-laws passed by said   18(1.
board of trustees, shall be transcribed, in a fair, legible
hand, iii a book to be kept for the purpose by the clerk of
said board, as well as all the proceedings of said board,
which shall be open to inspection to each and every citizen
on dlemand.
§ 11-. 'i'le first election of trustees under this act of in-
corporation shall be holden on the second Saturday in
June next, under the supervision of A. ]). Kennedy and
John T. Smith as judges, who are hereby empowered to
appoint a clerk and sherif(' to assist in said election. The
trustees (letccl at said election shall hold their oftice until
the first Saturday in April, 18012, or until their successors
are elected and qualified.
§ 1:. TIhe iih'st board of trustecs elected under this act
shall provide, prior to each succecding election, proper
ofilcers for holding the same ; and if', from any cause, tle
annual lection contemplated by this act of incorporation,
for a board of trustees, shall fail to e holden, the board
then in offi'e shall make the necessary provisions for hold-
inlg said election as soon thereafter 9.1 may be.
§ 14. That ill acts or parts of acs co-ning within pur-
view of this act, be, and the same are hcreby, repealed.

Be it cnaclcd by the Gencral A'scinblq/ of the Commonwealth
of* KcIitcky :
§ I That the board of trustees of the town of Glasgow,
in addition to the powers hIeretofore con ferred on them by
statrite, '1hall have authority to appoint a chici' of' police
and such subordinates for snid town, not exceeding twelve
in t1NIm mr)er, (xclusive of the chief,) as they may think
pl-per and necessary for' the well-being and safety of said
town, aid to )rescribe by bye-laws 01' orders the duty of
such iolice. Force; they shall provide for their payment,
by ti levy for the present year of a tax on the property of
said town listed for taxation for town purposes not exceed-
ilg ten cents on the one hIndred dollars, and a poll tax of
11  exceeding fifty cents on each tithe in said town, which
slurl be apiplied to the payment of' a police force for said
town, find lor [to other purpose whatever.
§ 2. That said chief of police and his subordinates shall
be conservators of the peace within said town, and shall
