Be it enacted by the General Assembly of the Commonwealth ,f Kentucky: § 1. That the city council of the city of Newport shall City council- hereafter be composed of a president of the council, and how composed. two members from each ward in the city having the quali- fications of voters of the city for one year next preceding their election. § 2. The president of the council shall be chosen by the Presidenteleet- voters of the city for one year, and until his successor is edfor one year. duly elected and qualified; and the members of the coun- Councilmen- cil shall be chosen by the voters of their respective wards how sclected. for two years, and until their successors are elected and qualified; but of those members of the council chosen at the first election after the passage of this act, one member from each ward-shall be selected by lot, whose term shall expire at the end of one year; so that, in all future time, there shall be annually elected in each ward one member; and when any new ward shall be established, a like allot- ment shall be made as to one of the members first elected from such ward. The terms of the president and members of the city council shall commence on the Thursday next after their election. § 3. The president of the council shall preside at the President to meetings of the board; and a majority of all the members presideatmeet- elected, including the president, shall constitute a quorum to do business; but less than a quorum may adjourn from time to time, and compel the attendance of absentees. The members of the council may be allowed a compensation for their services not to exceed five cilmen. dollars per month, which in all cases must be fixed by their 62
