1847     before any Justice of the Peace, or by suits in the Breckin-
ridge Circuit Court.
SEc. 6. That the said Trustees shall exercise and possess
Trustees may all the powers and privileges, which, by the general laws in
pas. by-laws relation to towns, are granted to Trustees; and shall have
for the benefitnesar
of the towni full power and authority to make all the necessary by-laws
and regulations for the purpose of carrying into eflect the
powers granted by this act, and also such as may be necessa-
ry for tile comfort, cleanliness,good order and security of said
town, and the citizens thereof, and may enforce the same by
adequate penalties, to be recovered in their names before any
Justice of the Peace: Provided, the same is not contrary to
the constitution and laws of the land.
SEC. 7. That all acts, or parts of acts, coming within the
purview of this act, be and the same are hereby repealed.

CHAPTER 45.
AN ACT for the benefit of Charles Hays.
Be it enacted by the General Assembly of the Commonwealth
of Kentucky, That the venue, in the prosecution against
Charles Hays, on an indictment found against him and Archi-
bald C. Havs, jointly, in the Jefferson Circuit Court, charging
them with'feloniously concealing a runaway slave, shall be
and the same is hereby changed, so far as the trial of the said
Charles Hays is concerned, to the Spencer Circuit Court, un-
der and subject to the provisions of an act, approved 23d of
February, 1846, prescribing the mode for changes of venue in
criminal cases: Provided, that the Clerk of the Jefferson Cir-
cuit Court shall retain the original indictment in his office, and
send a copy of the same to the Clerk of the -pencer Circuit
Court; which copy may be used on the trial, to all intents and
purposes, as if it were the original.

CHAPTER 47.
AN ACT for the benefit of James Cunningham, of Trigg county.
Src. 1. Be it enacted by the General Assembly of the Com-
monwealth of Kentucky, That James Cunningham, of Trigg
county,shall have the privilege of erecting a dam across Lit-
tle river, in said county, on the lands owned by him, at the
place called the Buffalo Shoals, four feet high above the bed of
the river, for the purpose of erecting a Grist and Saw Mill at
said place on said river.
