owner,      and in case no such owner or agent shall be lire-
sent and consenting to the same, without a writ-
ten pass duly signed by the owners or some of
them. of such slave,or his, her or their agent, and
atl~owlcdgement thereof, duly authetirated by
some justire of the peace, and ary justice of the
peace shall certify the same upon being satisfied
by oath or otherwise, that the person giving such
pass has propcr authority to give the sanie, such
ferryiman or other person shall be subject to a
no'w reoye- fine oftwo hundred dollars, to be recovered by
