, Resolution relative to the admission of the Territory of M is-
souri into the Union, upon the footing of original states.
Approved January 3. 1820.
WHEREAS, The constitution of the United States pro-
vides for the admisin, otiiew states into the Union, and it
isjust and proper that all such states should be established
upon the footing of origil  states, with a view to the preser
vation of state sovereignty, the prosperity of'such new states,
and the good of their citizens ; aid w hereas successful at-
tempts have been herctofbre. made, and are nrow iuakinmg to
prevent the people of the territory cf Missouri from  being
admitted into the union as a state, unless trammelled by rules
and regulations which do not exist in the original states,
particularly in relation to the toleration of slavery. Where-
as also, if congress can thus trammel or control the powers of
a territory in the frt:tion of a state go vernmnent, that body

bil     . erpetual vassalage, and reduce it to the condition
of a   e:,vince ; such state, must necessarily become the de-
pen At of congress, asking power, and not the independent
stat, demanding rights. And whereas it is necessary, in
preserving the state sovereignties in their present rights,
that no new state should be subjected to this restriction, any
more than anl old one, and that there can be no reason or jus.
tice why it should not be entitled to the same privileges,
when it is bound to bear all the burthens and taxes laid up-
on it by congress.
In passing the follow ing resolution, the general assembly
refrains from expressing any opinion either in favour or a
gainst the principles of sla very ; but to support and main-
tain state rights, which it conceives necessary to be sup-
ported and maintained, to preserve the liberties of the free
people'of these United States, it avows its solemn conviction,
that the states already confederated under one common con-
stitution, have not a right to deprive new states of equal pri v-
ileges with themselves : Therefore,
RESOLVED by the General Jssembly of the Common-vealth
of Kentucky, That the ser:ato.s in congress from this state be
instructed, and the representatives be requested to use their
efforts to procure the passage of a law, to admit the people
of Missouri into the Unic;i as a state, whether those pCe.
