No money to  § 5. And be it further enacted, that no money
be drawn, shal be drawn from the public treasury, for the
therefrom for
the fbiegoing lpurposes contained in this act.

him on all work done in the penitentiary by the
convicts.

cargo as remains unsold into the hands of a proper
person to sell on such commission as he shall think
just, and shall take from  such person a receipt,
shewing the quantity and species! of- such articles,

mise to account for anl pay to thu :,gent of the pen-.

whosoever shall Iv offering money, by persuasion or
oderwise, ?revall on, or shall accept any free per-
son under the age of twenty-one yearn', or shall pre-
vail on, or accept any servaut or slave to be the
rider in a race, if the mintor servant or slave so
prevailed on or accepted, shall actually commence
