Yourcommittee have attended to the resoldtions of the sta'teofMa'
ryland and Tennessee* proposing an amendment to the coustitutiot.

prevent the furtherit-hpdrtation bf slaves from -any - of the Wcsi,
India islands, from the coasts of Africa, or clswhere into the UnitU
ed States, or any Oart thereof'; and after having given to the sub.
ject that consideration and reflection whith the importance of it de-
mands-state it as their opnion, that tnat part of the Federal Con-
6titution is beyond the reach of amendment : Your comaiittee re-
fer to the first clause of the ninth section of the first article, and
the fifth article ot the said constitution, to justify theim in their opi-
nion. Your committee gave this opinion from a full conviction
of itsjustmess, notwithstanding their sincere disopprobation t4 the
slave trade and an anxious wish that such traffic corrld be cuos--itcl-
tionally prohibited.
Your committee submit the folloig resolution on the part of
the papers referred to them.
Re.solved, I'ht it is inexpedient for this state to contur with, or
to c-peiate for the procuring said amnhndinv-t.
