Paris Incorporated. or member, or to the corporal punishment of any white person: And provided also, That said Commissioners shall not impose any roll tax. poll tax upon the citizens of said town, which shall exceed fifty cents for the term of one year. SEC. III. And be itu frther enacted by the authority aforesaid, That the said Commissioners shall have power to grant license for the retail of spirituous liquors within the corporate limits of said town, and to regulate the fees for the same ; and the money thus raised, shall be applied to the improvement and keeping in repair the streets and public square of said town ; and the said Commis- sioners siall continue in office until the first Monday in January, Tenure. 1855, on which day, and on the first Monday in January annually thereafter, under the management of suci superintendants as pre- side at elections for county officers, all free white citizens of said town, who shall have paid all taxes required of them by law, and who shall be entitled to vote for members of the General Assembly, Votere. shall assemble at the Court House in said town, and, by ballot, elect five Commissioners, who shall continue in office until their succes- sors are elected in conformity with this Act. SEc. IV. And be it further enacted by the authority aforesaid, usms. That the corporate limits of said town of Paris shall extend over one hundred acres of land, reserved for town purposes. SiETION V. And be it further enacted by the authority afore- said, That all Laws and parts of Laws militating against this Act, be and the same are hereby repealed. Approved, February 18lth, 1854. Be it enacted by the Senate and House of Repre- sentatives of the State of Georgia in General Assembly met, and it is hereby enacted by the authority of the same, That from and coinuilsion. after the passage of this Act, Dominick J. Dillon, Winsley flob- ers. bey, Daniel E. Roberts, Win. Williams, and Charles Church be, and they are hereby appointed, Commissioners of the Town of Sylvania, in the Count1y of Scriven, until the first Monday in April next, and until their successors are elected and qualified. SEc. II. And be it further enacted hy the authority aforesaid, Limits. That the corporate limits of said town shall extend one mile in ev- ery direction, from the Court House in said town. SEC. III. And be it further enacted by the authority aforesaid, Tenure. That said Commissioners shall continue in office until the first Mon- day in April ; on which day, and on every first Monday in April Qualicaioannally thereafter, all the free white citizens living in the corpo. or voters. rate limits of said town, who shall have paid all taxes required of them by the laws of this State, and by the by-laws and ordinances
