said, That it shall not be lawful for any person being the
oVnier of, or having the control or ianagement of any
house or tenement in said village, to reit the same to any
slave or free person of color, or to suller such slave or free
person of color to occupy the same, unless it be a kitchen
or out house withiii some enclosed lot, and not standing or
being on any street of said village.
Sec. 6. And b it furth. r ,nact d by the authority afore-
Said, 'hat the Conunissioners of said village and their suc-
cossors in office are hereby vested with 11nil poVer and an-
thorit) to pass such bye-laws and regulations as will most
etiitually enforce and carry into effict the provisions of
this act, either by imposing lines or corporeal punish ment;
on any slaves or free persons of color ofl!ending against this
act, or any bye law  to be nade by the Commissioners of
said village, under and by the authority hereof, or by re-
moving tht- oilbnder or offienders beyond the corporate li-
iuits of said village: Provided, that no bye-law to be
passed by the said Commissioners shill violate the laws
and Constitution of this state.
