And if any preceding commissioner shall retain in his hands any mo- nies or any papers which lie may have received while in office, lie may, on refusal, be compelled to pay over or de- liver the same, or account therefor, as provided in the se- cond section of this act, iu cases where officers of the. board are in like default. SEc. 8. Ind be it further enacted, That this act shall go into operation on the first Monday in January next; and all acts militating ag'iinst this act shall thenceforward stand repealed, except as to any rights, duties and liber, ties that may have accrued under them.
