SLec. 4. And be it further enacted bq the authority afoi'e- said, That the said cominissioners shall have fidl power an( authority to make any bye laws, ordinances or regu- lations, and power to enforce the same that they may deem Jbest calculated to promote the general good of the citizens of said town: Provided alwalys, That 110 law, ordiianice or regulatioi shall he contrary to the constitution and laws of this state or that of the United SLates. SEC. 5. .ind be it jiuther enacted, by the authority afore- said, That said comnmuissioners shall have jurisdiction with- inl the present limits of tihe counion and town of Macon, and the twnlty acre lots under lease f'omn tihe general gov- ernment onl the east side of the river Ocinulgee.
