'States, or injure the credit of the bills of 'the Ianks of the State of
Georgii. They would advise all collision with the Bank of the Uni-
ted States to be eschewed if possible. But a proper regard to the
safety of their own institutions, demands and imperiously requires
that snmething should be done for their protection.
Your committee, therefore, recommend that a law shall be passed
establishiin a rate of interest between the United Statis' Iank and
the Banks of the state of Georgia, below the present legal rate. of
interest of the state, and so low as to prevent the said Banks frorm
being benefitted by anl accumulation of the bills of each other: for
which purpose your conmittee recommend the passave of a law.
nlnd further, your committee recommend, that while the State
Banks shall rigillv persevere in paying their bills in specie to all
imn';v;'luals applying therefor, who may not be agents of the Bank of
tl- United States or either of its branches, that 1hey shall ref ie,
whenever they may think it prudlent so to do, to pay specie for t'eir
bills to the United States' liank, or its oflices or agents, upon giving
sit v' days previous notice of huch intention
And your committee contidently hope that public opinion will bear
the state institutions out in such a course of conduct, as none other
seeus in the mind of your committee to be calculated to save lhe
state institutions eventually from utter atnnihilation, under existing
circumntances, to the great injury of the state and of the individuals
who are or may be stockholders in the aforesaid banking etablish-
Ilents.

Wanu-s, Henry Darnell has rendered many imporaj  t services
to the state, by his attention to and care of the Africans seized by his
Excellency William Rabun, and now in the custody of this state, for
which said services lie has never been sufficiently c'ompensated:
Be it therefore resolved, That the said Henry Darnell be, and he
is hereby authorised, in consideration of said services, to recPive and
retain in his possession a certain negro girl named Ifinda, one of said
Africans: Provided, that nothing herein contained shall be so con-
strued as to vest in the said Henry I)arnell an absolute title to raid
negro girl ; but that he shall be bound to deliver her to the Coloniza-
tion Society, or to the claimant of said Africans, if his claim shouli
.+e establish'l., if required by a future Legislature.
