PREAMBLE AND RESOLUTION on Federal Relations.
WAIiREAM, by the surrender of the armies of the Confederate
States, the State of Florida, in common with her sister States
of the South, was left in a defenceless and helpless condition, Preamble.
after a protracted, bloody and desolating war, by, which the
property of her citizens was in great part destroyed and their
enterprises paralyzed: Am) WHEREAs, the policy to be pur.
sued towards the defeated section became, the all absorbing
'question of the day: A   W.WMnUAs, it is urged by ime, that
the South should he dealt with with the :utmost rigor;i that
there should be a general confiscation of the property' of the
South ' that'all, in any degree engaged in or sympathizing
-with the war, should be disfranchised; that tile leaders should
be capitally punished, and that the free blacks and the' few
unionists should be alone entrusted with political power: ANi
