JOINT RESOLUTIONS ratifying the proposed amendment to tho Con-
stitution of the United States relating to slavery.
Winurks, tile Congress of the United States' adopted a joint
resolution submitting to the Legislatures of the'several States Preamble.
hi proposition to namend the Constitution of the United States,
which said joint Iesolutious are as iollows:
Resolved byi the Senate and 11118r of Repr'e8entatives of the
Unlteld tata of' America in Congross assembled, (Two-thirds
of both houses concurrifig,) that the following article be proposed
to the Legislatures of the several States, as an amendment to tile
Constitution of the United States, which, when ratified by three. tosolutlons.
fourths of' said Legislatures, shall be valid, to all in.tentataud pur-
1)0ses, as a part of said Constitution, namely : Art. XII,'Sec. l.,
N either slavery nor involuntary servitude, except as a punishment..
for criie. Whereof the party shall have been duly convicted,
shall exist witfin the United States or any place subject to their
jurisdiction.
Sie. 2. Cougresj shall have power to enforce this article by
apppropriate legislation : Therefore,
1. Be it rosoled by the Senate and Ifouse of .Representatives qf,
-the State of Florida n General Assembly eonvened, That the
* foregoing amendment to the Constitution of the United States
b6 and the same is hereby ratified, to all intents and purposes, as
a part of the Constitution of the United States.
2..Be it ,further resolved That this amendment to the
Constitution of the United States is adopted by the Legislature
* of the State of Florida,. withthe understanding that it does not
c6nfer. upon Congress the power to legislate upon the political
'status ot the Freedmen in this State.
3. Be it further resolved, That the Governor of the State be
and lhe is hereby requested to forward to the, President of the
Uiiited States an authenticated copy of the foregoing preamble
and resolutions.
