ment recovered in any such suit, shall be applied when collected by
said Levy Court and Court of Appeal, to the repair and improve-
ment of roads and bridges in said Dagsborough hnndred.

CHAPTER DXCI.
AN ACT in relation to free negroes and slaves.
WHEREAS, The rapid increase of free negroes in this State is a Preamble.
great and growing evil, injurious and corrupting to the resident ne-
groes and mullattoes, and the necessary consequence of our laws
and geographical position; And whereas, other States in  thu
Union which do not recognize the institution of slavery, have by
their constitutions and statutes, guarded against the evils of a large
free negro population, it becomes the duty of the Legislature of Del-
aware, to pass such laws as will be practical in their bearing,
and at least arrest the grievance nowv so generally felt. Therefore.
