AN ACT TO ESTABLISH AND MAINTAIN A SYSTEM OF
FREE COMMON SCHOOLS FOR THE STATE OF
ARKANSAS.

' 1. What to constitute the Common School
Fund of the State.
2. What income tax and revenue to
maintain Free Common Schools.
3. Governor, Secretary of State, and Su-
perintendent of Public Instruction,
to constitute a Board of Commission-
ers of the School Fund; when and
where Board to meet; Governor to
call meeting of Board at any time.
4. Governor to be President of the Board
and to sign its journals.
5. Superintendent of Public Instruction
to be Secretary of Board; to keep
record of its proceedings open to in-
spection, a copy of which shall be evi-
dence equal with the original.
6. Board to have management of the
School Fund and shall invest the same
in bonds of the United States.
7. How and when moneys required by
law to be paid into the Treasury may
be recovered by action; in what court,
and who to prosecute the suit.
1. Monies of the School Fund to be paid
directly into the State Treasury.
V. State Auditor to be accountant of said
Board; to report annually to Governor
and Superintendent.
10. Auditor, under direction of Board, to
draw upon Treasurer for moneys of
School Fund to purchase bonds or
securities for investment.
11. Duty of State Treasurer in such case.
12. Board to settle at semi-annual meet-
ing with the State Treasurer.
13. The counties to be divided into School
Districts.
14. Each School District to be a body cor-
porate.
15. Districtto hold, by its corporate name,
title of lands and property acquired
for school purposes.
