thorized to certify the account of the said Gibson Roberson, for
per diem, up to the end of the present session of the general as-
sembly.

[No. 27.] Resolved, the house concurring, That the two houses
of the general assembly meet in convention, on Saturday next, at
3 o'clock P. M., for the purpose of electing a public printer.

[No. 28.] WHEREAS, The present government of the state of
Arkansas, was duly and properly organized under the proclama-
tioni of President Lincoln, of December 8th, 1863, and has been
peaceably acquiesced in by all the people, and has remained,
and is now in full force and operation, over all parts of the state,
in all its departments, whereby, life, liberty and property, are
fully and amply protected, in the persons of all its inhabitants;
and, whereas, the present government of the state has accepted
the amendment to the constitution of the United States, providing
for the abolition of slavery, and has conformed its laws thereto,
in all respects; and whereas, the same is in conformity with the
constitution, laws and treaties of the United States, and has here-
tofore been recognized in various ways by the different depart-
ments of the general government; and, whereas, the great major-
ity of the people of this state are satisfied therewith, and desire
no change; and the constitution of the state provides for the mode
of its own amendment, and no law has been passed calling a con-
vention for its alteration; and, whereas, unauthorized assemblies
