is hereby requested, to call on the authorities of said railroad
company, or upon any authority that may now have the con-
trol, use or possession of said railroad, for whatever sums of
money on account of said loan or otherwise may be justly due
or transferable to the State of Arkansas, and when the same
may be so paid, cause the same to be paid into the hands of
the Treasurer of State, taking his duplicate receipts therefor,
.one of which he shall file with the Auditor of public accounti.

Be it resolved by the Gcneral Assembly of the Sate of Arkan-
sus, That our Senators in Congress be instructed, and that our
Representatives in Congress he requested, to use their efforts
and influence, to procure a commission, to hold its sessions at
the city of Little Rock, in this State, and at such other places
in the State as may be found necessary, for the purpose of
investigating and adju;tiia the clai'ns of loyal i izens of this
State against the government of the United States, growing
out of the prosecuting of the present war.

WHEREAS, There are living within the Federal lines in the
city of Little Rock, two thousand refugees, citizens of the State
of Arkansas, who have been driven from their homes by the
outrages and violence of the rebel armies and bands of guer-
rillas who infest different parts of the State; And whereas, The
property holders who have encouraged and assisted, and now
sympathize with the rebels, are, in whole, responsible for the
existence of the rebellion and its consequent outrages, and
there are now residing in the district of Little Rock many of
the families of such rebels and sympathizers, being easily and
comfortably in the possession and enjoyment of their property,
while the refugees are suffering all the horrors of disease and
famine, brought upon them by these rebel citizens and their
