AN ACT to conscript alaves to be used as cooks, teamsters, &c., in
the army.
SECTION 1. Be it enacted by the General Assembly of the State
of Arkansas, That the Governor is hereby authorized to tender
to the government of the Confederate States the right to con-
script, not exceeding one-sixth of the male slaves, between the
ages of eighteen and forty years, owned by any one individual,
as may be necessary for the public defense.
SEc. 2. The State of Arkansas does hereby concede to the Con-
federate government the privilege of prescribing and determin-
ing the number of such slaves; the manner of drafting or con-
scripting the same, and also the length of time said slaves shall
be retained in the service of said States ; Provided, The govern-
ment of the Confederate States shall pay to the owner or owners
of such slaves, reasonable hire, and become responsible to said
owners, in the event of death, by neglect, or loss by capture at
the hands of the public enemy of said slaves; Provided further,
That such conscripts shall not be allowed to bear arms, nor shall
they be employed in any other service than as teamsters, cooks,
operatives on fortifications, or such other like employment.
Sic. 3. Be it further enacted, That the Governor immediately
inform the War Department at Richmond of the passage and
substance of this act and that said act be in force from and after
its passage.

AN ACT to arrange the senatorial districts and to apportion repre-
scutatives to the General Assembly, among the counties.
SicrioN. 1. Be it enacted by the General Assembly of the State of
Arkansas, That, until the next enumeration of the inhabitants
of this State, under the Constitution, the sonatorial districts shall
be divided and arranged as follows:
The counties of Madison and Benton shall compose the first
district.
The counties of Carroll and Newton shall compose the second
district.
The county of Washington shall compose the third district.
The counties of Crawford and Franklin shall compose the
fourth district.
The counties of Sebastian and Scott shall compose the fifth
district.
The counties of Johnson and Pope shall compose the sixth dis-
trict.
