AN ACT in relation to Insane Paupers.
CTION                             SECTION
1. In counties where there is a poor-  2. Counties now without a poor-house,
house, insane paupers to be taken  which may hereafter have one, to be
care of as other paupers; Provided,  entitled to the benefit of this act.
That the county court may make 1 3. This act to be in force from its pas-
compensation therefor.      I    sage.
SECTION 1. Be it enacted by the General Assembly of the State
of Arkansas, That in each county in this state, where there is
a poor-house erected, all insane paupers shall be taken care of
in like manner as other paupers; all laws and parts of laws to
the contrary notwithstanding; Provided, That the county courts
may make such additional compensation for taking care of
such insane paupers, as may be deemed just.
SEC. 2. Be it further enacted, That any county now without
a poor-house, which may hereafter have one, shall also be enti-
tled to the benefit of the provisions of this act.
SEC. 3. And be it further enacted, That this act take effect
and be in force from and after its passage.

AN ACT to incorporate the city of Napoleon.

ECrTION
1. The territory and inhabitants of the
present corporation of Napoleon in-
corporated under the name of  the
city of Napoleon, and succession
given for ninety-nine years.
2. Officers of said city, who eligible,
and qualifications of voters.
3 Election to be held on the first Mon-
day in January, 1859, and annually
thereafter, and upon failure to hold
first election, who to order and hold
one.
4. Mode of holding election.
5. Duties of judges and clerks of elec-
tion, to certify returns.
6. Officer elected to take oath within ten
days, or his office be vacant. Coun-
cil to grant certificate in certain
cases.                     -
7. Council may remove officers, judge in
contested elections, fill vacancies,

and judge of the election and quali-
cation of any member.
8. Mayor to be commissioned, to keep
the city seal, and issue all process.
9. Mayor to have concurrent jurisdiction
with justices of the peace, to hold
monthly courts, solemnize marriage,
take depositions, administer oaths,
take acknowledgments, and certify
under the city seal, which matters
certified to by him, shall be receiv-
ed as evidence.
10. Exclusive jurisdiction given to the
mayor in certain cases, and appeals
to lie to the circuit court of Desha
county.
11. Mayor to issue writs and determine
certain cases.   .
12. Upon failure of any violator of the
city ordinances to pay the fine im-
posed, mayor may require such per-
