AN ACT to incorporate the town of Hopefield, in Crittenden
county.

SEcTION
1. The boundaries of the town of Hope-
field, in Crittenden county, defined,
and constituted a corporate town
by the name of The Town of
Hopefield.
2. Corporate powers to vest in a mayor,.
town council and other officers.
3. Town council to consist of four mem-
bers, to be elected annually.
4. Qualification of officers and powers
of the town council.
5. Council to appoint or provide for the
appointment of certain officers.
6. Vacancies in the council, how filled.
7. General powers of the council.
8. Power of the council with regard to
slaves.
9. May provide by ordinance for pun-
ishing certain offences by fine and
imprisonment.
10. Mayor to be elected annually.
11. The mayor to be a judicial officer,
and hold courts.
12. Powers and duties of the mayor.
13. To have like jurisdiction with justi-
ces of the peace in civil cases.
14. Duty of mayor in criminal cases, and
appeals how taken from his action.
15. Ministerial powers conferred on the
mayor, and exclusive jurisdiction
granted to him in certain matters.
16. May issue writs and determine vio-
lations of the town ordinances in a
summary manner.
17. The town council to provide for the
mode of contesting elections.
18. Town officers to take an oath before
entering upon the duties of their
respective offices.
19. Mayor to be ex-officio president of
council, and to vote in case of a
tie.
20. Mayor to be the keeper of the town
seal.
21. The style of the ordinances, and pro-
vision made for their publication.

SECTION
22. The town council to appoint a recor-
der, who shall give bond.
23. The town constable who is to be ex-
officio collector, to be elected; to
give bond, and his duties defined.
24. Town council to appoint a treasurer
and an assessor, who shall give
bonds.
25. The council may provide by ordi-
nance for the sale of property for
the non-payment of taxes.
26. May appoint a street commissioner.
27. May provide for paving of the side-
walks of the streets.
28. Duties of the recorder.
29. Mayor to be governed by the laws of
the state in all cases not provided
for by ordinance.
30. This act declared a public act.
31. Town council to provide by ordinance
for the commitment of offenders to
the county jail.
32. And for the removal of town offi-
cers.
33. Time for holding elections, and pro-
vision in case of failure to hold an
election.
34. The mode of holding elections to be
prescribed by the council.
35. An abstract of the returns of election
for mayor, to be sent to the secre-
tary of state.
36. Moneys arising from fines, forfeitures,
licenses, etc., to enure to the benefit
of said town.
37. Money, how paid out of the trea-
surv.
38 Licenses to be in the exclusive grant
of the council.
39. Council may levy a' street tax.
40. And a tax for schools.
41. All conflicting laws repealed, and the
corporate powers herein granted to
continue for ninety years.

SECTION 1. Be it enacted by the General Assembly of the State
of Arkansas, That the district of country in the county of Crit-
tenden, within the following limits, to-wit: beginning at the
water's edge where the railroad, running as it does, on a straight
line, would strike the Mississippi river on the west bank of said
river, opposite the city of Memphis, and running thence over
the water on a straight line to the eastern boundary line of the
State of Arkansas, thence up and upon said state line in a
