AN ACT for the incorporation of the town of Wittsburg.

SECrION
1. The limits of the town of Wittsburg,
in St. Francis county defined, and
the same incorporated.
2. Corporate powers to be vested in an
alderman and five councilmen.
3. Succession given for 99 years, and
corporate powers specified.
4. Certain named persons to hold an
election on the first Monday in Jan-
uarv, 1859.
5. Qn!:Yfication of candidates for city
offices.
6. The alderman and councilmen to be
sworn.
7. And to meet and elect a clerk of the
council, and duty of alderman.
8. Alderman to preside at meetings, and
duties of council.
6. Powers and duties of the council.
10. Pow.ers and duties of the alderman.
11. In the absence of the alderman his
place to be filled by the council.
12. Further powers of the council.
13. Not to pass ordinances requiring a
longer imprisonment than 6 months,

or imposing a fine higher than fifty
dollars.
14. Ordinances to be signed.
15. An assessor, collector and other ofli-
cers to be appointed.
16. Constable to be collector of taxes.
17. May collect by sale of property.
18. To give ten days' notice of sale.
19. No tax in one year to exceed one-
fourth of one per cent.
20. Alderman to make and publish a
statement.
21. Clerk of council to publish ordi-
nances.
22. Vacancies in office, how filled.
23. Disposition of fines, etc.
24. Council to provide for manner aud
mode of elections.
25. Qualifications of voters.
26. In case of failure to hold an election,
subsequent election, how held.
27. Power of council to grant licenses.
28. Officers to be sworn, and by whom.
29. Veto power given to the alderman.
30. Power to remove buildings granted
in certain cases.

SECTION 1. Be it enacted by the Gener'al Assembly of the State
of Arkansas, That the town of Wittsburg, in the county of
Saint Francis, in the State of Arkansas, extending from the
east bank of the St. Francis river along the southern line of
the Spanish grant to its south-west corner, thence along its
west line to its north-west corner, thence along its northern
line to the east bank of the St. Francis river, the same being
one mile square, shall be, and the same is hereby declared to
be a body politic and corporate, by the name and style of the
Corporation of the town of Wittsburg.
SEC. 2. The corporate powers and duties of the corporation'
of the town of Wittsburg shall be vested in one alderman and
five members of council; the alderman and members of coun-
cil shall be elected by the qualified electors residing in .such
town, on the first Monday of January in every year.
Sic. 3. The alderman and common council of the corpora-
tion of the town of Wittsburg, and their successors, shall have
succession for ninety-nine years, may sue and be sued, plead
and be impleaded, defend and be defended in all courts of law
and equity, in all matters and actions whatever, and may grant,
purcekise, receive and hold property, both real and personal
withi :,iid town, and may lease, sell and dispose of the same
for the benefit of said town, and may do all other acts as natu-
